The development areas in the District Plan for Wellington City include: Kilbirnie Bus Barns - This development area provides flexibility for development and subdivision of the Kilbirnie ‘Bus Barns’ site, while ensuring that development is undertaken in general accordance with the development principles of the Development Plan. The provisions contained in this Development Area will guide the future comprehensive redevelopment of the site from its current use as a bus depot, should this transition occur. The provisions do not affect the current use of the site as a bus depot. Eight residential zoned properties all zoned Medium Density Residential Zone. Lincolnshire Farm - The Lincolnshire Farm Development Area is located between Tawa and Johnsonville. It is strategically located with easy access to State Highway 1 and the railway line. Development in the Lincolnshire Farm Development Area creates an attractive and well-functioning urban environment that delivers compact urban form and a high level of accessibility and amenity. A local centre has been intended to act as a focal point and meeting space for the suburb and provide community services including local shops, hospitality venues, and a supermarket. An industrial business area has been included to provide local employment opportunities and contribute to the industrial land supply of Wellington City. Bus, cycle, and walking infrastructure planned from the outset and integrated into the design of the earthworks and subdivision. Water sensitive urban design methods will be used which will benefit water quality and reduce impacts from runoff. Upper Stebbings/Glenside West - Upper Stebbings and Glenside West are well-connected neighbourhoods that accommodate new residential growth supported by community and open space activities. These developments are some of the final stages of urban development in the northern suburbs. At a regional level they contribute to a compact urban form by connecting development between Tawa and Churton Park which is already partially developed. They are also strategically located with easy access to State Highway 1 and the railway spine and not far from existing town centres and facilities. The Development Plan is divided into ‘built’ and ‘no build’ areas. The built areas are intended as the areas where buildings will be located. The no build areas are intended to contain a mix of natural open space and the balance of residential lots. The existing bus service on Melksham Drive has been extended to provide public transport services. Cycle and walking infrastructure has been planned up front and integrated into the earthwork and subdivision design of the neighbourhood. Overland flow paths represent the predicted path of stormwater as it flows over topography. Inundation generated by Wellington Water using depth results from the hydraulic flood models for WCC catchments. The archaeological sites scheduled in this District Plan are not an extensive record of the total number of sites that exist, but a smaller number that have been assessed in detail as having significant heritage value. The extent of each scheduled archaeological site has been identified and mapped. The provisions of this chapter apply to the use, development and activities within this identified extent. To achieve this purpose, a number of viewshafts are defined so as to limit built development that would impinge on views of the focal elements at the end of viewshaft, and the context elements that provide a setting for those focal elements. All the views covered by the overlay have city-wide significance as they promote the relationship of the city to its landscape setting, provide a means of orientating oneself in the City and visual relief from the monotony of continuous built form. Many of those views are also recognised regionally, nationally or internationally. They are unique to Wellington and offer significant visual amenity to residents and visitors alike. There are 17 viewshaft traverse the following zones: City Centre Zone; Special Purpose Waterfront Zone; High Density Residential Zone; Medium Density Residential Zone; Special Purpose Wellington Town Belt Zone; Special Purpose Tertiary Education Zone; Open Space Zone.

Notable trees are different to urban allotment trees which are trees that are part of significant natural areas (SNAs) in urban neighbourhoods.

SUMMARY OF DATA COLLECTION (Data only): Point dataset of Sites and Areas of Significance to Māori have been developed to identify and protect sites and areas significant to iwi and Māori. Sites and Areas of Significance to Māori are identified for their cultural significance and their contribution to an understanding and appreciation of the relationship mana whenua have with the landscape and the history of Wellington City. The District Plan has categorised all sites for the purposes of managing the effects of different activities on these sites. Category A sites include Wāhi Tapu, Wāhi Tupuna, Kainga, and Mahinga Kai sites and areas that have high level of significance. Category B sites include Wāhi Taonga, Wāhi Tawhito, Te Ara Tawhito, Te Ara Pakanga, Kōrero Tuku Iho, Ngakinga, Otaota, and Takiwā sites and areas that are significant for Mana Whenua, however they may not match the level of significance to the sites and areas listed in Category A. Category C sites include Marae sites and areas that are actively used as marae but may also have a historical context. In addition to this categorisation above, while some sites are historical sites, others are living spaces and contemporary sites that require treatment based on the current use and development of ‘here and now’.

Description: The landscapes and features identified by Boffa Miskell will form two overlays in the new District Plan – one overlay for Outstanding Natural Features and Landscapes and another overlay for Special Amenity Landscapes. Currently District Plan is being reviewed; both Outstanding Natural Features / Landscapes and Special Amenity Landscapes will be protected with appropriate policies as outlined in the Resource Management Act (1991) and the Regional Policy Statement (2013). The Wellington City Landscape Evaluation, by Boffa Miskell, was commissioned by Wellington City Council (WCC) to inform the development of measures for the long-term management of the City’s landscapes in our District Plan. The evaluation identifies and maps landscapes as required by the Regional Policy Statement for the Wellington Region (RPS). Landscapes and features are categorised as either outstanding natural landscapes (ONLs) outstanding natural features (ONFs) or special amenity landscapes (SALs). ONLs are natural landscapes that are exceptional with natural components that dominate over the influence of human activity. ONFs are discrete natural features that sit independently from or within an ONL. They are both assessed as part of a landscape evaluation process, considering factors such as natural science, sensory elements, and the shared and recognised values of these areas. An SAL is assessed as part of a landscape evaluation process, considering factors such as natural science, sensory elements, and the shared and recognised values of these areas. An SAL does not meet the threshold for an ONF or ONL but still achieves a high rating against these criteria. These landscapes are distinctive, widely recognised and highly valued by the community for their contribution to the amenity and quality of the environment of the city. Building on the 2014 Landscape Character Description (Boffa Miskell Ltd, 2014) that describes the non-urban parts of Wellington City landscapes, the evaluation assesses the attributes that make them valued in terms of the RPS and Resource Management Act 1991 (RMA). The evaluation considers landscapes and features that are highly valued for ecological, sensory, and aesthetic characteristics and their contribution to community identity. WCC commissioned Boffa Miskell Ltd to undertake the evaluation. In August 2019, the Place Planning team began engagement with members of the public whose property boundaries overlapped with an outstanding landscape boundary as part of the Backyard Taonga project. In March 2020, the Place Planning team began consultation on the Draft Spatial Plan as a precursor for a full District Plan review. A zone spatially identifies and manages an area with common environmental characteristics or where environmental outcomes are sought, by bundling compatible activities or effects together, and controlling those that are incompatible. Large Lot Residential Zone (LLRZ): Areas used predominantly for residential activities and buildings such as detached houses on lots larger than those of the Low density residential and General residential zones, and where there are particular landscape characteristics, physical limitations or other constraints to more intensive development. High Density Residential Zone (HRZ): These areas are used predominantly for residential activities with a high concentration and bulk of buildings and other compatible activities. Medium Density Residential Zone (MRZ): Areas used predominantly for residential activities with moderate concentration and bulk of buildings, such as detached, semi-detached and terraced housing, low-rise apartments, and other compatible activities.
